Convening on the eve of the 65th anniversary of Mongolia’s full-fledged membership in the world body, the 81st Session of the UN General Assembly was held under the theme “Restoring Trust, Managing Transformation: A United Nations that Delivers for All.”

President U.Khurelsukh’s speech sent a diplomatic message that it was a clear declaration of Mongolia's foreign policy doctrine—combining the historic wisdom of nomadic civilization with a modern, multi-pillared commitment to global stability.

A Call for 'Pax Globalica' Inspired by History

Addressing world leaders at a time when over 90 armed conflicts rage across the globe, President U.Khurelsukh emphasized that global peace and security remain dangerously fragile. He warned against a rigid form of multi-polarity that risks deepening divisions, advocating instead for a "multi-pillared principle" that respects the pluralism inherent in each nation’s history, culture, and chosen development path.

Drawing a bold historical parallel to the 13th-century *Pax Mongolica*, President U.Khurelsukh urged the international community to channel that historic legacy toward constructing a modern global peace. "Eight centuries ago, our ancestors established the great 'Pax Mongolica,' promoting, for the first time, the idea to the world that nations could mutually recognize one another's values and that peoples of diverse civilizations and faiths could coexist," President U.Khurelsukh stated. 

"We, the Mongol people, who are guarding the sacred hearth of the Great Mongol Empire, wish to call upon from this mighty rostrum of the United Nations that if the nations of the world can bring together their efforts, it is possible to establish a Pax Globalica, a Global Peace, embodying the vision of the Pax Mongolica..."

To reinforce his point, the President cited 14th-century history, referencing Öljeitü, II-Khan of the Mongol Empire, who wrote to King Philip IV of France in 1305: *"What could be better than true concord?"

Mongolia Bid for UN Security Council Seat (2048–2049)

In a major announcement highlighting Ulaanbaatar's long-term diplomatic ambition, President U.Khurelsukh formally declared Mongolia’s bid for a non-permanent seat on the UN Security Council.

"Mongolia is one of the 58 countries that have never served as a non-permanent member of the United Nations Security Council... In manifestation of this aspiration, I officially announce from this rostrum today that Mongolia is presenting its candidature for a non-permanent seat of the UN Security Council for the term 2048–2049," he announced.

The President reaffirmed Mongolia's support for Security Council reform, particularly advocating for expanded permanent and non-permanent seats to ensure equitable representation for developing nations.

Peacekeeping Leadership and the Gang Suppression Mission in Haiti

A central theme of President U.Khurelsukh’s address was Mongolia's tangible contribution to international peace and security. Since 2002, Mongolia has deployed more than 23,000 military and police personnel to UN peacekeeping missions across global hotspots.

Specifically addressing the current crisis in Haiti, President U.Khurelsukh emphasized Mongolia's active military role in stabilizing the Caribbean nation.

"Even today, our troops are serving in the 'Gang Suppression Force' multinational police and military mission deployed to Haiti," President U.Khurelsukh told the Assembly.

Mongolia’s involvement in Haiti carries significant strategic weight. Mongolian troops have been stationed at the "Vertières" base in Port-au-Prince alongside personnel from El Salvador, Guatemala, Chad, Jamaica, and Sri Lanka to combat armed gangs and secure critical infrastructure. Notably, the Force Commander of the Gang Suppression Force is Major General B.Erdenebat, a seasoned Mongolian military officer who previously commanded UN peacekeepers in Cyprus.

Side-line Meeting: Haiti Prime Minister Expresses Gratitude

Demonstrating the direct impact of Mongolia’s global commitments, Prime Minister of Haiti Alix Didier Fils-Aimé met with President U.Khurelsukh on September 23, 2026, on the sidelines of the UN General Assembly session in New York.

During their bilateral meeting, Prime Minister Fils-Aimé expressed deep gratitude on behalf of the Haitian government and citizens. He commended Mongolia for sending its troops across continents to defend civilian lives and counter armed violence in Haiti.
